but rather an allocation that FEMA was only administering? Do other people remember that? Was I (and so many others) totally wrong? It actually was FEMA's money all along to spend (or not) as they wanted, and they are not legally bound to use this money toward helping refugees?

OR, and hear me out for second? This is actually just another bullshit move Trusk legally should not be able to do, and that AP is dutifully and credulously reporting as if it were routine?
