3. Yakking on cell phones while driving is evident when I go out.

Admittedly I do not drive much anymore, in this small town, but the few grocery store hops I make, I stll see cell phone use in other cars.
However, seeing as how so many towns are in need of money, I am sure traffic stops will happen.
