He refused to sign it despite its popularity and inevitability of becoming law.

He could have taken full credit for its enactment, which is what we all kind of expected.

He claimed it was because of the SAVE Act, which hasn't and likely won't pass.

My view: Trump was caught between a rock and a hard place. It wasn't the SAVE Act. It was his "friends"/donors. The private equity lobby and donors didn't want to be restricted from unlimited purchases of single-family homes. That portfolio made serious money. And that money could be recycled back to Trump.

That was the "real reason".
