That's different from Elon Musk directly saying it to Rogan on his show where the whole public could have heard Musk say it. As it is, it is hearsay of hearsay. (IOW, it's not Musk saying it, it's not even Rogan saying Musk said it, it's Rogan saying that someone else told him that Musk said it.)
I just prefer we be cautious about what we put out there as fact. Musk simply never said such a thing on Rogan's show. People see stuff here (or online anywhere) and just repeat it, and It's too easy for misinformation to come back and bite us in our credibility. 
BTW, Musk saying he knew who won 4 hours before the polls closed is not, by itself, so suspicious. News organizations often know who won a given election long before polls close, but they don't announce until after the polls close. There is often enough data available to know who is going to win much sooner. (That's not to say there may not be other things making it suspicious, but at least here, I am taking no position on that.)
