Given that this Memorandum leaves Iran in a much stronger position than before the war, Netanyahu will be highly motivated to scuttle the agreement. Let's remember, according to the Trump administration, Israel prompted our involvement when they decided to start the war with Iran.

#7 also commits the USA to ending sanctions it does not control:
The United States commits to ending, on a schedule to be agreed upon as part of the final agreement, all types of sanctions currently facing the Islamic Republic of Iran, including resolutions of the United Nations Security Council and the Board of Governors of the International Atomic Energy Agency (IAEA), and all unilateral U.S. sanctions, both primary and secondary.

Indeed, this Memorandum looks like it was written entirely by Iran.
