The Peak (2009–2010): Following the 2008 financial crisis and the American Recovery and Reinvestment Act, LIHEAP funding reached an all-time high of $5.1 billion.
The Proposal (2012): President Obama’s 2012 budget famously proposed cutting the program in half, down to $2.57 billion.
The Actual Cut (Enacted): Congress did not approve the full 50% cut, but they did agree to a substantial reduction. By 2012, the enacted funding was approximately $3.47 billion.
Total Reduction
Compared to the $5.1 billion peak in 2010, the program was cut by roughly $1.6 billion (a 32% decrease) by the middle of his presidency.
