Early in the war there was an incident (the Laconia incident) where a U-boat sank a British passenger ship and immediately commenced rescue operations and radioed other U boats to help. A US B-24 observed the rescue effort but was ordered to attack the U boats. After the incident, the German Navy issued an order to all U boat commanders forbidding any further attempts to rescue survivors and for the remainder of the war submarine warfare was unrestricted.
