They keep him busy with his revenge plots.
Making little gold lapel pins of himself.
Building a ballroom.
Having tea with the King of England.
Counting all the tariff extortion money he has collected.
Etc Etc.

If they do mention world events he doesn't care and doesn't remember it.

I don't know who is in charge.
