Can tr💩mp decree by Executive Order to waive the normal requirements, and get either or both buried at Arlington?

Weirder things have happened.
FYI:
Arlington National Cemetery now has fewer than 75,000 available grave sites. The ongoing Southern Expansion will add about 80,000 more by 2028, extending capacity into the 2060s
