13. Yes, it is. That is how my daughter obtained hers. However, it does require minimum scores on tests.

The fact that he dropped out of college four years ago and is now an "electrical apprentice" indicates that he has had lots of "idle" time etc. Often a sign of trouble.

My daughter graduated Summa Cum Laude from Texas A&M. This scholarship isn't for slackers.
