The old structure included businesses going to congress members with donations and such to get favorable legislation passed. The new structure features them kissing Donnie's bum or he'll sue, mess with tariffs, hold up a license, deport their workforce, etc.

He'll keep sabotaging anything that doesn't work for him in his dictatorial framework but he's building up a regime that supports him as a dictator.
