His MAGA cult will continue to do as he says, even if he's not in office. Likewise, that continued influence will still give him a stranglehold on every republican in the house and senate fearing a primary challenge.

The only way out of this is either his death (Vance will have no sway over MAGA) or the democrats regaining control of the house. Even if that were to happen, we would still have a paralyzed government without 2/3 of the senate becoming democrats. Without that, we're still stuck with the filibuster problem because senators representing as little as 11% of the population can block all legislation.
