accounting staff who could figure out the costs?

Your claims sound like anti-Catholic hogwash to me. The Desert News explains how, financially, the event was a boon the area.

That's the day Denver residents have been awaiting for 16 months, when Pope John Paul II, President Clinton and an estimated 168,000 World Youth Day participants will converge on Denver. For police, it's meant months of nervous preparation.

For average residents, it means an economic boost and citywide gridlock.

. . . The event's overall budget is put at $6.5 million, which is being paid by the sponsoring National Conference of Catholic Bishops and through various fund-raising activities.

Local taxpayers will foot the $1.2 million bill for security, traffic and crowd control, but the event is expected to generate about $147 million for the area economy.
