that cannot handle more than a certain number of visitors is one way to try to limit numbers on a given day. I’m sure that just cutting off the number admitted on a given day might be more direct, but it probably also has serious drawbacks. I assume the same applies to toll roads, perhaps even more so, as I don’t know how you could “close” a toll road once it’s reached a “limit”.
