3. My tin foil hat thought is that one side or the other might be expecting (or launching) a tactical nuke attack...

I sincerely hope this is not the case but as we know Russia has many nukes and Putin has been threatening to use them on Ukraine almost everyday. I also believe that Ukraine possesses some kind of nuclear strike ability although they have never hinted at this but Ukraine is very good with technology and engineering while always keeping its cards close to their chest....Guess we'll find out eventually....
