I think that they will vote against it, for a few reasons. First, they know it is cruel, unethical, and immoral. Second, they know the voting public recognizes that it is cruel, unethical, and immoral.

In normal times -- whatever is "normal" -- they would express some very sincere concerns, but vote for it. Yet though they inhabit the Senate, they know if they vote "yeah," the House becomes very Democratic in the 2016 elections, and the Senate could face serious challenges.
