The $250 is to be collected by the State DMV's or whoever registers vehicles for use on road maintenance. its supposed to make up for the loss in gas tax revenue which mainly goes to road maintenance. The increase of EV's and more fuel efficient vehicles are causing a decline of gas tax revenues. And EV's and hybrids typically cause more road deterioration due to their heavy weight.

Now whether the $250 in addition to any state add on's for EV's is proportional or not is up for debate. My back of the hand calculations says its not and this will cause EV owners to pay far more into road revenue than the average gas car driver.
