...when the U.S. forces the pharmaceutical companies to raise their prices to make up for lower prices in the U.S. He is saying that he will use tariffs on the products they produce--which are probably in fact way more important to them than drug prices--to make them go along with it.

He says plenty of crazy things that need to be pointed out, but when we take quotes that actually makes sense in context and scream incompetence we actually hurt our cause IMO.
