2. This is referring to removing a regulation that permits CA to eliminate gas cars by a certain date

(I think 2035) under an act that permits Congress to stop regulations at the federal level. CA technically needs a waiver in order to put that regulation into effect. Most regulations can be removed without an ability to filibuster. The waivers can't according to the parliamentarian and the GOP is just ignoring them. This is a serious curtailment of the filibuster since they can chose to ignore the parliamentarian on other issues as well. Had the Democrats done this, as the OP points out, it would have been non stop coverage.
