Co-conspirators, who are getting something out of it as well
Traitors
Poorly educated (he loves those)
Racists, any kind of bigot and those who just enjoy the suffering of others

These categories include the "Supreme" Court, GOP members of Congress and anyone who would work in his administration.

And some fit into several of these categories.
