While some Democratic members have found a message and a method to fight back against the Trump administration, the opposition isn’t being led by the Democratic Party itself.

Fmr. Ohio Dem Chair David Pepper warns that a lot of harm is originating from state houses. “The damage is coming from the bottom up,” he tells Ali Velshi.
