What does "Flagged for Review" mean on someone's profile?

I was reviewing my jury blocklist and saw almost all of the people on it have this message for

Account Status: Flagged for Review

1. Well, it seems to be purgatory for those who are in a different category than newbies

with less than 100 posts (and who MIRT can ban based on trollish behavior and multiple rapid jury hides/alerts).

So for those who get multiple jury hides >5 they can be put into this indefinite phase of purgatory which, in some cases but not all, will actually result in admin reviews and either potential reinstatement (after the time for all hides has expired), left in "FFR" purgatory, or simply banned. While I don't think any of us know the specifics for deciding any of the three outcomes, a poster with FFR on their profile MIGHT have a chance at reinstatement. Or not...

2. It means they're not here, so you can remove that account from your jury blocklist, opening up spaces

4. I've seen more than one person with FFR status be reinstated (becoming Status: Active again) and posting again

FFR automatically happens after 5 Posts Removed (aka "hides" ) in 90 days. Basically some are reinstated by admins, and some are not.

Some become PPR (Posting Privileges Revoked) and I haven't seen any of those ever reinstated.

7. I've noticed the ones in question haven't posted in well over 90 days.

Maybe I was correct in putting them on my block list.
