More like a wish list by Hegsmut to stay out of trouble for his stupid management, if you want to call it that.

Look at this concluding paragraph from the above story:

Hegseth took it even further on Monday, responding to the condemnations from several news publications – notably the New York Times, the Post and the Atlantic – with a hand-waving emoji, as if saying goodbye to the outlets.

Think how funny it will look for him to have only one news source at his press conferences.

P.s. thank you, rpannier, for looking that up. I was one of many readers who was baffled by the lack of context.
