Russia has been testing nuclear capable missiles lately, from cruise missiles to "tsunami creating" Poseidon missiles. But the new tests each share a theme that shows they aren't what they seem on the surface. Instead, they reinforce a line of thinking that has been growing about Russia's nukes - that they serve as little more than propaganda weapons for the Kremlin.
