The opposition asks a question of the government a day before in writing, the Government has to answer as they can't claim they don't know. Things get diffused.

can claim they aren't prepared for the initial question the next day when it is asked out loud in question period.

It would probably be more efficient, but I don't know how things would shake out between the parties. I don't know about how the court system would work in a parliamentary system. The main reform I'd like to see in the federal courts is an age limit and/or a term limit. Lifetime appointments are too much for people who live as long as they do these days.

4. Yes there are advantages to both systems, and disadvantages. Term limits would be good

in the US. Mostly at this point norms should be followed. That would go a long way. Voting rights legislation too needs to be passed.
