IMO: Hyped-up ICE agent was angry he could not control her and pissed from being smack-talked by Renee's partner.
He couldn't take it, impulsively shoots, and ends with "f***ing bitch".

Notably, he immediately walks away. Zero care for the person he just shot.
Plus, I think the call he immediately made as he was walking away was to his wife. There is a Daily Mail article that reports she was pacing in their driveway soon after the shooting, per a neighbor.

I think he had a coordinated plan with the guys in the silver pickup to punish her for blocking the street, he has killed before and was looking for any excuse to do it again
