Minneapolis Police Chief Questions ICE Agent Who Shot Renee Good - Tells 60 Minutes He Violated 'Basic Steps'

Minneapolis Police Chief Brian OHara questioned the actions of the ICE agent who shot and killed protester Renee Good earlier this month during an interview with 60 Minutes on Sunday. OHara said the agent violated basic steps that officers know about approaching vehicles.
Correspondent Cecilia Vega said the shooting has become a national Rorschach test, where some Americans see a senseless killing and others see an officer defending his life.
OHara said he has watched clips of the incident and come away asking why the officer was in front of Goods SUV right before the shooting.
Its not clear to me why he appears to be in the path of the vehicle more than once, OHara said. When you approach someone in a vehicle in a law enforcement encounter, there are very basic steps you take to ensure the officers safety and de-escalate the situation.

The Philly Sheriff, Rochelle Bilal, who was a Philly police officer for 27 years before eventually running for and being elected "Sheriff" (the position responsible for courtroom security, prisoner transport, sales of homes delinquent on taxes, etc), said the SAME thing in her now-viral remarks at the Philly D.A. press conference.

(809 posts)That is only if the officer WANTS to de-escalate the situation. He very obviously didn't want to. He was obviously itching to shoot someone. And to have "plausible deniability" in doing so.

(540 posts)IANAL, but in Barnes vs. Felix (2024 term), the US Supreme Court unanimously agreed that the totality of the circumstances leading to the use of force -- not just the "moment of threat" -- must be used to evaluate the reasonability of the level of force employed. This case was pretty specifically about a law enforcement officer creating the danger he then used to justify lethal force. If Ross, through his own choice of action, put himself in danger or failed to take reasonable steps (in this case, literally taking one or more steps backward) of lesser force, he probably ceded his qualified immunity.
