He threatened to wipe a civilization off the face of the earth.
He has killed indiscriminately, such as he did with the boats off Venezuela and the schoolhouse in Iran.

He intimidates and threatens, even elected Senators elected by the people. He buys and sells favors. He threatens newspapers, colleges, banks, well-known individuals, etc.

Many people are fearful of him and the actions he might take.

If he is not a terrorist, what better word do you have?
