KRASNOV's Pardons & executive orders - absolute power, ultimate F-U, Caligula's senator horse

Pardons and executive orders fit in the niche of unchecked and imbalanced powers, respectively (some reversibility possible for the Orders? ), and are disgustingly KRASNOV's pre-practice toward his goal of really being a dictator. There are plenty of news items out there to look at for his latest binge of pardoning corrupt office holders, hate criminals, donors.

Does KRASNOV actually listen to the input from his "pardon czar" or is she *so* mind-melded with him that she picks his most poke-in-the-eye ones that are sure to outrage his enemies?
