The decision is from the US Court of International Trade - an Article III court of limited jurisdiction. It has exclusive jurisdiction over issues involving tariffs and international trade laws. Appeals are to the Court of Appeals for the Federal Circuit.

The decision is a challenging read - and this is clearly not my area of law - but it seems extraordinarily well reasoned. It seems Lawrence O'Donnell has been right all along - Trump's tariffs are illegal.
