4. If you are a PhD student, you cannot easily "transfer out."

Your dissertation has been approved by your advisor and committee, you have spent a great deal of time, money and energy
on it. It is unlikely you can find another university advisor and committee who will take you on midstream.

You may have to start all over with a new topic and new classes.
