The over-reliance on executive orders reveals someone who is incapable of making a deal.

He is incapable of any kind of give and take or compromise. He wants to issue orders and have people obey. Congress is just a hassle for someone who lacks the ability to lead or govern.

Meanwhile, he issues one executive order after another, without caring if they break laws. He leaves the lawyers to clean up his messes.

The strategy is authoritarian breakthrough, which counts on beating government and society institutions into submission. Shaking down lawyers. Arresting judges and elected officials. Threating universities.
